Point In Time Count
Annually, the DE-CoC must plan and implement a point-in-time count during the last 10 nights in January. The count must include:

The number of unsheltered homeless persons

The number of persons living in emergency shelters and transitional housing projects
HUD uses this data to evaluate the progress CoCs are making on reducing homelessness in their communities.
PIT Count Methodology
HUD requires CoCs to submit the methodology used to collect their PIT Count data and uses it to ensure data validity/reliability.
The methodology used by the DE-CoC is influenced by geographic and demographic characteristics, as well resources and capacity.
Housing Inventory Count
The HIC is an annual project inventory that provides the shelter and housing capacity of the DE-CoC’s homeless crisis response system. The HIC reflects the number of beds and units available on the night of the PIT that are dedicated to serve persons who are literally homeless.
DE-CoC Homeless Sub-Population Reports
These HUD-generated reports provide sheltered and unsheltered homeless counts by household type and subpopulation, available at the national and state level, and for each CoC.
System Performance Measures
The DE-CoC is responsible for designing a local “system” that assists persons experiencing homelessness and provides the services necessary to access and stabilize in housing.
The DE-CoC reports system-level performance to regularly measure progress in meeting the needs of Delawareans experiencing homelessness. HUD uses this this to help gauge the state of the homeless response system nationally.
DE-CoC Performance Profile
These HUD-generated reports provide a snapshot of a the DE-CoC’s performance in addressing homelessness using performance indicators such as the length of time persons have been homeless, returns to homelessness over time, and exits to permanent housing.
